renderer: Add new background infrastructure

Adds new backgrounds from the winners of the contest
Rewrites how it works
Allows high color precision PNGs (RGB32F precisely)
Fixes a small bug in renderTextureInternalWithDamage
Nukes misc:force_hypr_chan
