X.H.UrgencyHook: Default for DzenUrgencyHook and UrgencyConfig

As the XMonad config is commonly customized by saying

    def { startupHook = ...
        , manageHook = ...
        , ...
        }

It seems consistent to allow the same for an individual hook config:

    let urgencyHook = def { suppressWhen = ...
                          , remindWhen = ...
                          }
